
Strategic Framework for Enhancing Urban Green Spaces in Haryana
This foundational policy paper builds a baseline across forest cover, groundwater stress, urban heat islands, and air quality in Haryana and reviews existing statutes including the Haryana Municipal Bill 2025 alongside global and national models such as Singapore's LUSH, Medellín's Green Corridors, and Telangana's Haritaharam. The paper proposes a strategic framework built on five pillars: legal mandates, financial architecture, nature-based solutions, social governance, and digital monitoring. It positions urban greening as foundational infrastructure for Haryana Vision 2047's $1 trillion economy goal, linking it to healthcare savings, climate resilience, and green jobs. The paper concludes with a phased consultation roadmap leading to KPI definition by mid-2026.
