This report covers a comprehensive framework to measure the progress of Indian States and UTs toward the 2030 Agenda. The baseline report serves as an advocacy and monitoring tool, ranking Himachal Pradesh and Kerala as the leading states and Chandigarh as the top UT. It laid the foundation for the "SDG India Index" series, focusing on the five Ps of the global movement: people, planet, prosperity, partnership, and peace.
