Good Practices for Gender Equality: A Meta-Analysis

Haryana occupies a paradoxical position in India's development landscape: the state ranks among India's wealthiest by per capita income yet persistently scores below 50 on SDG 5 (Gender Equality) in the NITI Aayog SDG India Index. Low female labour force participation, a skewed sex ratio at birth, and a rate of crime against women over 1.5 times the national average underscore the persistence of gender inequality despite significant state investments in social protection and legal reform. This report presents a qualitative meta-analysis of 158 case studies drawn from 14 global and Indian compendia of gender-related good practices, analysed through John Gaventa's Powercube framework to identify strategic pathways for advancing gender equality in Haryana. The framework provides a three-dimensional analytical lens, examining the spaces (closed, invited, or claimed) in which interventions operate, the levels (local, state/national, global) at which they are pitched, and the forms of power (visible, hidden, or invisible) they seek to challenge.
