District Vulnerability Index Framework for Haryana

This approach note proposes a District Vulnerability Index (DVI) for Haryana's 23 districts to enable a shift from reactive disaster response to proactive resilience planning. Rooted in the IPCC AR6 risk framework, the DVI isolates the Vulnerability component — Sensitivity plus Adaptive Capacity Deficit — and uses the Iyengar–Sudarshan inverse-variance weighting method for transparent index construction. The paper details the mathematical methodology, a proposed matrix of about 19 indicators, and a dual data strategy using either Haryana's Parivar Pehchan Patra database or fully workable secondary sources.
