This concept note presents a structured approach for unlocking value from Haryana's underutilized and brownfield public assets through asset monetization, positioned as a strategic tool for sustainable infrastructure financing in alignment with Viksit Bharat @2047. It sets out the fiscal rationale and examines the existing asset base across transport, urban infrastructure, energy, and land parcels. The framework introduces an asset identification and classification system (core vs non-core, brownfield vs greenfield, revenue-generating vs underutilised) supported by a proposed digital repository called the HariNidhi Platform for geo-tagging, valuation, and transparent asset listing.
