
Assessment Report: Haryana Skills Sector, Public Finance Review 2024-25 — Budget Allocation, Utilization, and Policy Effectiveness
This assessment report presents a public finance review of Haryana's skills sector for FY 2024-25, positioned within the state's Vision 2047 Education-Skilling-Employability pillar targets of 98% digital literacy, 45% Female Labour Force Participation, 95% employability rate, and 50% active Industry-Academia partnerships. The analysis examines 50 schemes implemented across 11 State Government departments and 4 Central Government ministries, with a total State budget estimate of ₹97,311.95 lakh and 341,590 beneficiaries trained or targeted (121,320 under State schemes and 220,270 under Central schemes — the latter accounting for nearly two-thirds of the overall footprint). Grounded in scheme-level financial and outcome data from the Output and Outcome Monitoring Framework 2024-25, the diagnostic examines six critical dimensions: budgetary planning and expenditure efficiency, departmental architecture, inclusion and gender responsiveness, scheme convergence, institutional alignment, and systemic delivery bottlenecks.
